Orange County Treasurer Used Psychic Forecaster

In ancient Rome, the emperors consulted a number of mystics and mediums for advice about the future. Prophets would read the entrails of sacrificial animals or consult mysterious oracles for insight on questions about everything from war to public policy.

The former treasurer of one of the country's former richest counties also relied on a psychic for financial advice, although details are unclear as to how much, if any, influence the psychic's advice had over how county funds were spent.

Former Orange County, Calif. Treasurer Robert L. Citron consulted Anaheim Hills psychic Jeannie Smith on a number of issues, included, according to some insiders, how to invest Orange County funds.

Managing a pool of investments worth more than $21 billion, Citron speculated in highly risky (and now quite controversial) investment vehicles known as derivatives. Much of his investment strategy relied on knowing (or, in essence, "betting") on whether interest rates would rise or fall.

According to some sources in the Orange Country Treasurer's Office, Citron consulted Smith for psychic advice about the future of interest rates, among other investment advice.

According to one source, the eccentric Citron kept his personal savings in a passbook savings account, claiming that "you just can't trust those brokers."

After interest rates rose (instead of continuing to fall, as Citron and, apparently his psychic, had predicted), Citron continued to pursue his flawed investment strategies, ostensibly on the advice of Smith, his psychic advisor. Ultimately, investors balked and in 1994, Orange County went bankrupt.

Following the bankruptcy, Citron consulted another psychic, Barbara Connor of Anaheim. Connor says that during her psychic sessions, she enters a trance and contacts one of many "spiritual teachers." According to Connor, who doesn't remember much about her sessions, Citron told her, "I guess I'm not going to jail--according to your teachers."
