FEMA Public Affairs Guidance No. 1 This public affairs guidance was prepared by the Federal Emergency Management Agency on March 24, 1998 to guide responses to questions about FEMA's secret national security plans, which "require a rigid level of protection." FEMA Public Affairs Guidance No. 2 This public affairs guidance was prepared on June 18, 1998 by the Federal Emergency Management Agency in the aftermath of the movie The X-Files: Fight the Future. It advises officials how to answer queries on FEMA's shadowy "role outside of natural disaster management." Morrie Goodman, FEMA's Communications Director, denied Dossier's request for the document; it was obtained through the Freedom of Information Act. Martin Luther King Assassination Documents House Select Committee on Assassination documents, photo exhibits, testimony, King assassination documents search engine and more. 1977 Senate MKULTRA Hearing In June 1977, a rare cache of MKULTRA documents were discovered, which had escaped destruction by the CIA. The Senate Select Committee on Intelligence held a hearing on August 3, 1977, to question CIA officials on the newly-discovered documents. The complete 171-page record is included here, including testimony and dozens of MKULTRA documents on various subprojects. MKULTRA Subproject No. 83 This declassified CIA memo was written on April 18, 1958 by Dr. Sidney Gottlieb, chief of the Chemical Division of the agency's Technical Services Staff. Gottlieb, who oversaw many of the MKULTRA projects, reviewed covert CIA support for research studies of "controversial and misunderstood" areas of psychology such as hypnosis, truth drugs, psychic powers and subliminal persuasion. Highlights of the Classification Appeals Panel This report on the work of the Interagency Security Classification Appeals Panel describes how the panel has reversed efforts by several government agencies to keep Cold War foreign policy records classified. FBI Document on Frank Sturgis This December 22, 1961 memo by FBI official S.B. Donahoe explores the CIA's involvement with an anti-Castro leaflet mission flown by soldier-of-fortune Frank Sturgis (aka Frank Fiorini). Sturgis dropped leaflets calling for "Phantom Cells" to burn Cuba's economy to the ground. The document was released to the public in July of 1998. Tenet's Statement on Declassification In this July 24, 1998 statement, CIA Director George Tenet announces that the agency will cut back on promised historical releases, and describes his current declassification priorities. CIA: Hypnosis in Interrogation This study, written by Edward F. Deshere, appeared in the CIA journal Studies in Intelligence in 1960. This document explores some of the possible applications of hypnosis during interrogations. Big Tobacco Political & PR Ops This insider report on "Lobbying and Public Affairs Activities of Philip Morris and R.J. Reynolds" was prepared in the summer of 1995 by the State Affairs Company, a Virginia public relations firm whose chief client is the tobacco industry. The document draws on interviews with cigarette company officials to describe their advanced public relations campaigns, and details both overt lobbying efforts and stealth political operations such as tobacco front groups. Philip Morris PR Activities Reports This document is a text reproduction of "activities reports" prepared by the public relations firm State Affairs Company (SAC) for its main client, tobacco giant Philip Morris. The records date from the summer of 1996, during which SAC ran "Contributions Watch," a phony research group that promoted the big tobacco agenda. The activities Philip Morris paid for included several efforts to influence the media's coverage of CW.
